Do Simplified China L Visa Documents Apply to Non-U.S. Citizens Applying in the U.S.?

The current U.S. notice applies the simplified L-document rule to tourist visa applicants within the United States, while third-country nationals must add proof of lawful U.S. stay.

Direct answer: Yes, based on the wording of the current U.S. notice: it says tourist visa applicants within the United States are no longer required to submit the standard round-trip booking, hotel reservation, itinerary or invitation letter. It does not limit that simplification to U.S. citizens. A non-U.S. passport holder must still prove lawful stay or residence in the United States—such as with a Green Card, U.S. visa, employment authorization document, I-20 or I-94—and must satisfy the correct consular jurisdiction and any case-specific request.

Start with the common L checklist

Prepare the passport bio page and required blank pages, a compliant photo, proof of residence in the responsible U.S. jurisdiction, the latest Chinese visa or residence permit if applicable, and the COVA materials. The responsible office may publish slightly different operational details.

Simplified does not mean document-free. It removes four standard tourism items from the published initial checklist, but the visa office may request additional evidence after reviewing the applicant's facts.

Add proof of lawful U.S. stay

Use a document that is current and matches the applicant's real status. Depending on the case, this may be a Green Card, U.S. visa, employment authorization card, I-20 or I-94. Do not rely only on a driver's license because jurisdiction proof and immigration-status proof serve different purposes.

Check expiration dates and upload readable copies. If U.S. status is about to expire, is being extended or does not clearly cover the application period, obtain case-specific guidance rather than assuming the online upload will be accepted.

Nationality can still create additional questions

Former Chinese citizens, applicants of Chinese descent, minors and people with prior Chinese visas may need additional documents under the current checklist. The simplification does not erase those separate identity and visa-history requirements.
