China Visa Proof of Residence When Your Driver's License Has an Old Address
An old out-of-state address can conflict with COVA jurisdiction. Learn how current utility or bank records, a move explanation and legal-status evidence fit the U.S. application file.
Jurisdiction follows current residence
The Embassy's current process requires applicants to use the office assigned to their U.S. residence. It is not a free choice based on the fastest office, a former home, the passport-issuance city or a convenient mailing address. Confirm the current state on the official jurisdiction list before starting or submitting COVA.
COVA, the Visa Application Statement, residence evidence and return-shipping details should tell one coherent story. If the form says New York but the only evidence shows California, preliminary review may request clarification. Do not change an address merely to reach a preferred office; use the true residence and supporting record.
Choose a document that proves the present address
The current U.S. requirements give examples: driver's license, utility bill and bank bill. A useful document should be current, legible, issued in the applicant's name and display the complete residential address used in COVA. Download an official statement or bill rather than a cropped account-dashboard screenshot when possible.
The word “such as” means the examples are not necessarily the only possible evidence, but it does not guarantee that every lease, package label or personal letter will be accepted. When a driver's license is stale, a recent utility or bank record is usually more responsive to the published list. Follow a direct request for a particular document or date range.
Explain a recent move without creating new conflicts
A short explanation can state the move date, former address, current address, why the license has not yet been updated and which current records are attached. Keep it factual. Do not claim a temporary visit, hotel or relative's address is permanent residence merely because mail can be received there.
Check the address in employment, school, invitation and bank records for old data that may need context. A difference is not automatically fatal, but an unexplained difference can slow review. If the application was already submitted to the wrong office, do not mail the passport there; follow instructions on cancellation or correction before resubmitting.
Separate residence proof from lawful U.S. status
For a non-U.S. citizen applying in the United States, a utility bill proves an address but does not by itself prove lawful U.S. stay. The current list separately asks for evidence such as a green card, visa, I-20 or I-94. Provide both categories when they apply and make sure validity dates cover the application situation.
