China Visa Consular Jurisdiction by U.S. State
A China visa application must be directed to the Chinese Embassy or Consulate responsible for the applicant’s U.S. residence. Selecting the nearest city or a preferred office can send the case to the wrong jurisdiction.
Current jurisdiction map
- Chinese Embassy, Washington: DC, MD, VA, WV, NC, SC, KY, TN, DE, AL, AR, FL, GA, LA, MS, OK, TX and Puerto Rico.
- New York: CT, ME, MA, NH, NJ, NY, OH, PA, VT and RI.
- Chicago: IL, IN, IA, KS, MI, MN, MO, WI, NE, ND and SD.
- San Francisco: Northern California, AK, NV, OR, WA, ID, MT and WY.
- Los Angeles: Southern California, AZ, NM, UT, CO, HI, Guam, Northern Mariana Islands and American Samoa.
California needs extra care
California is divided between San Francisco and Los Angeles. Do not select the office from the word “California” alone. Verify whether the residence address falls in Northern or Southern California using the current official jurisdiction guidance.
What proves residence?
Current Embassy instructions list examples such as a driver’s license, utility bill or bank bill. A non-U.S. citizen also supplies proof of legal U.S. stay or residence. The reviewing office may request more evidence when the address, ID and COVA history do not align.
Moving or temporary residence
If you recently moved, maintain truthful and current address information and provide documents that explain the transition. Do not use a friend’s address to choose a more convenient office. Ask the relevant mission when residence is genuinely split or the evidence is unusual.

- Using the old Houston jurisdiction map.
- Choosing the office nearest a workplace instead of the documented residence.
- Ignoring an address mismatch between COVA and proof of residence.
- Assuming a community success story changes the official map.
