China Visa and Tibet Permit: What If the Application Requests Both?
How U.S. travelers can separate a Chinese visa from Tibet travel permission and respond when a visa review requests permit-related documents.
Identify the document being requested
Keep the exact review message. Ask whether the office needs the final permit, tour-operator confirmation or another specific record. Do not replace the request with what an unrelated online discussion says should be sufficient. The materials acceptable in an individual case are not determined by a forum reply.
Ask the tour operator to explain in writing which document it can obtain, what it needs from you and what stage the application has reached. Send that explanation through the channel specified by the reviewing office. It may help clarify the dependency, but it is not a promise that the substitute will be accepted.
A simpler tourist-visa checklist is not a permit exemption
The Chinese Embassy's U.S. application guidance describes simplified L-visa supporting documents and also notes that applications are assessed individually. It does not remove separate travel-permission requirements for restricted destinations. Answer requested form questions accurately, including your real travel purpose. Do not invent another itinerary to avoid a document request.
The NIA separately publishes rules for foreigners traveling to areas not open to them. Do not assume every document called a travel permit is interchangeable. Have the operator identify the exact permit and issuing authority for the proposed route.
Check the route again before committing money
Confirm entry permission, route access and the operator's cancellation terms before making non-refundable commitments. A valid visa does not establish that every destination or border crossing is currently accessible. Ask for a current route check before departure as well as during planning.
