China Work Permit Categories A, B and C Explained
China classifies foreign workers as Category A high-end talent, Category B professional talent or Category C other qualifying personnel; the classification is not a visa type.
Category A: high-end talent
The published evaluation criteria include scientists, technology leaders, international entrepreneurs, special talent urgently needed by China and applicants meeting an eligible achievement or points route. The points route lists 85 or more for Category A, but points are only one route among several.
Category A may receive facilitation measures under applicable rules. It does not remove the need for truthful documents, an eligible employer, a work permit and the correct residence status.
Category B: professional talent
Category B includes foreign professionals who meet a listed professional, education/experience, salary, project or points route. The published points route lists 60 or more, while other qualifying paths may apply without using that route.
A bachelor’s degree or two years of experience should not be treated as a universal one-line guarantee. The occupation, employer, city, salary evidence and any special-industry rules remain relevant.
Category C: other qualifying personnel
Category C covers other foreign personnel admitted under state policy, labor-market demand and quota management, including certain short-term posts and specified programs. It is not simply a lower version of B that every unsuccessful B applicant can request.
Before ordering documents, ask the employer which eligibility route and local authority it intends to use. Keep the classification separate from the later Z-visa application, which still uses the issued work-permit notification.
Frequently asked questions
Is Category A a different visa from Category B?
No. A/B/C are work-permit classifications; the overseas work-purpose visa remains Z.
Does 60 points guarantee Category B?
No. The authority reviews the applicable route, evidence, employer and local requirements.
Can I apply for Category C if B is rejected?
Not automatically. Category C has its own policy, labor-market and quota conditions.
